Toggle Developer Options on and then scroll down the list of options below until you see USB Debugging and toggle that on as well. Now go back to Device Options and scroll down until you see a new menu item, Developer Options. To do that head to Settings > Device Options > About Fire Tablet and then tap the serial number seven times.
